Not really the Depressed Luigi cutscene was part of the spaceworld 2000 tech demo (the full fmv was found) and it was used in the e3 trailer only to advertise the game and to show the public how the game looked. And that cutscene was never used in any build. What would actually happen would be E.gadd would contact Luigi telling him he has completed his research and would boot the player to the title screen ready for the next person line (Now the timer makes sense).
