It's rubber band, use more rubber band but when putting more make the RB catch harder so it won't be destroyed (super glue works just fine)

For step 5 you actually cut A4 1/2 into three pieces x2 (After you done rolling the step five paper tube you cut it every 5 cm . You need to complete this twice.)
