Can these cards be weighed to take out rares because i want to open a store to sell those packs here

Weighing packs as a seller if you intend to remove the good packs is generally considered one of the worst ways to cheat customers that buy from you if you sell individual packs. I don't do it, and I wouldn't recommend you do it either as it damages the hobby in general. There are ways to weigh some Japanese sets, I believe, but you will have to look elsewhere to find out how to do it as I won't be covering it here.

@@YourPrivateNinjayou’ll get 0 business. Going to spend money on boxes and cases just for them to sit there and only sell weighted packs, that shit only really works with older packs

There isn't enough value across R to SAR cards in modern sets. A lot of heavier packs would just contain a rare card as they are all holo now. And with Japanese booster boxes being reasonable in price and containing at least 1 SR - SAR and around 3 art rares (plus ex cards/Ace Spec), it makes more sense to just buy the booster box as almost half the packs would be 'heavy' anyway.
