The thing was, the anime wasn't successful mainly because Sony did almost all the work. The creator or PaRappa wanted more input on writing the episodes but Sony forced him to only design the characters. He wanted the anime to be aimed more at teenagers, which makes sense, but instead it was turned into a kids show to market PaRappa The Rapper 2 for PS2 against his wishes. He called it bad and wasn't a fan of it. This is why creative control is important.

To be precise perapera or parapara are onomatopoeias for "paper" in Japan. Parapara is usually sound of someone flipping pages. perapera is usually paper itself being thin. It's possible that Parappa is combination of "Parapara" and "rapper" but I've never heard of where the name comes from so I'm not sure.
