Paris Hilton, survivor of Provo Canyon School, testifies in support of California Senate Bill 1043 with survivors of Alpine Academy, WWASP, and other Troubled Teen Industry programs in Sacramento on April 15, 2024. SB 1043 was introduced by Sen. Shannon Grove to bring transparency to the TTI and passed this committee hearing with unanimous support. The bill was sponsored by Paris Hilton and 1111 Media Impact. The California State Capitol was buzzing with excitement as Sacramento gave Paris Hilton and other survivors a warm welcome.
The Troubled Teen Industry (TTI) is a loose network of wilderness camps, boarding schools, residential treatment centers, and bootcamps purporting to help teens. In reality, they use sadistic methods as part of an abusive behavioral modification program which leaves survivors with lasting trauma. These programs can cost as much as university education. In addition to being funded privately by parents who can afford it, underprivileged teens have their abuse paid for with taxpayer money via city and state foster funds, school district funds, and juvenile justice dollars.

She has nothing to gain, nor does any sexual victim have to gain, by coming forward. If anything, it brings judgement, false accusations, and shame to victims.

Yes especially because there is so much victim blaming and apathy towards abuse victims usually she's very bold she had years of being punished if she dared complain too grooming behavioural modification so she would remain silent other victims endure that too I'm sure.

This is so important to take under very serious consideration. I had a brother-in-law who was in the system. Sexually abused by his father, including his brother and his sister who was institutionalized. Unfortunately, they learned, and he learned manipulative behavior, and caused harm with the communities that he’s known and been involved with and has destroyed many lives. This issue of abuse that happens in the system and it needs to stop

I don't believe one word. She was sent to therapy for a reason. She was making sex tapes and haunting night clubs. On her reality show, she wore her pants so low that you could see her butt crack. She is an entitled Hilton who looks down on everyone. She doesn't even birth her own children.

As someone who was in rehab or hospitalized for a good amount of my life I’m so happy she has a platform to speak about this, I have a couple friends who didn’t make it out, I’m lucky.

I'm glad to see that most people understand why it's important that someone like Paris speaks out and bring attention to this problem. I see some envious, ignorant haters here and there and it's gross. Regardless of someone's background, wealth or popularity, abuse unfortunately happens to so many.

I support this to 100% I was abused severely when I was in the hospital and I was in an institution for my illness I was very young when I went through this I've been physically and sexually abused and I was put in solitary confinement in a telephone booth they ridiculed me they called me names they did a lot of different psychological abuse emotional abuse physical abuse there was no way for me to get out until it was time to leave the program I will never forget the way I was treated put back in those days it was different I was born in 1966 this happened in the 70s when I was a child it's been hard through my whole childhood in the 70s and I used to have nightmares I've been treated for PTSD and I still have some issues today even though I am 57 years old I support this bill 100% thank you Paris for all the wonderful work you're doing God bless you

I had no idea of the extent of abuse in some of these facilities/ hell holes. Thank You to all of the Survivors who bravely came forward, and made themselves known. Please spread awareness so that any parents who are considering one of these behavioral facilities, will do their DUE DILIGENCE. Any parent who agrees to this type of abuse should be charged with wreckess endangerment, child abuse, and conspiracy to commit fraud.

She is not telling the truth. Are her parents telling the same story. They probably saved her life. She was doing sex tapes and club hopping. Dragging the Hilton name down. She is no hero, just getting in front of the camera and offering time for photo ops. Go home and raise your rented children.

I got tons of respect for Paris Hilton when I found out she was sent to one of those so-called schools. I’m glad she’s speaking out some. I wish she would speak out more but it might be to emotionally difficult. I wouldn’t blame her if she didn’t want to.

That’s torture to use restraint and seclusion rooms for children like that shame on you children need to be educated where they have a disability or not. Do you know how hard it is for a person with disabilities to be able to educate themselves and work at the same time that’s why I’m saying financially tied to my family. Govt whether city state or federal wont allocate the necessary $$$$ it takes to run these facilities professionally. Sounds to me like these places are nothing more than a holding tank. So scary. This certainly doesnt teach the children, (and they still are children with undeveloped brains)but these 'programs' dont teach whats really needed. Structure, LOVE, respect, recognition, LOVE, direction, a sense of belonging, LOVE. And not necessarily in that order. What a tragedy to learn of this. :(

I was sent to Utah ranch at 14 at Sorenson's Ranch! I can name countless things that happened while I was there and sick disturbing stories about others that were there before me! my parents pulled me out early i did 18 months and was supposed to be there for years.....ny parents knew something was off and took action! I just felt bad for the other girls snd boys that were there for years and years until they turned 18.

@@PrepperCali I didn't really have developed brain when I got it I was 17 on the streets and some older man that basically kidnapped me, tatted my face, it's gang related and wasn't really by choice! I hate it, I live with it everyday and have to look at it, but I do plan on removing it just never got to it, and will never get anymore tatts in my life!

Thank you Senator Grove. SB 1043 will pass. Profound bill that should be called Paris Hilton Bill. Thank you Ms. Paris Hilton for making use of your celebrity status to put this agenda to our awareness. To make some decisions on accountability and proper criminal sentencing to those that took advantage of the coverups that enabled this for decades. I sit on the staircase of Safeway in Castro, SF once a month and have dinner with runaway foster abused teens, and runaway from trouble teen programs. I buy everything they wish to eat, eat together, and I just listen. They know that I can't legally battle for them but they know that I believe them. We will end all abuses in the trouble teen industry and simultaneously sound a loud alarm on the horrendous minor correctional fascilities and foster care systems. Children are being abused to allign pockets of a few. This bill will need additional clauses to it, and amendments as we work through this problem. Separate to this, I believe babies' rights, children's rights need to be redefined and punishment to abuse of children must be much heavier. Let's keep going until all abusers go behind bars. 👍💪👏

We have to read ALL the details and fine print in this Bill, before voting to support it or not. Law Makers LOVE to slip in power grabs and control measures, that take power AWAY from Parents, and GIVE it to the State, thru these "Well-Meaning" Bills. They especially LOVE to use Attractive, High-Profile Celebrities to help push these Bills! Paris Hilton is PERFECTfor this role! We need to see if there are any clauses in this Bill that can somehow be exploited by the State, to take power away from Parents.

However, power is being taken away from Parents, and given to the State, and children are being removed from homes, for Parents disciplining their children, for things that aren't actually "abusive", but being labeled as "Abusive". The definition of "Abuse" is getting broader and broader. So much so, that Parents are afraid to discipline their children, for fear of losing them, or going to jail. As a result, we're witnessing a generation of children who are "lovers of themselves, lovers of money, boastful, proud, abusive, disobedient to their parents, ungrateful, unholy, without love, unforgiving, slanderous, without self-control, brutal, not lovers of the good, treacherous, rash, conceited, lovers of pleasure rather than lovers of God". It's a very sad state of affairs going on in our Nation. 😔

I was sent away to a trouble teen program when I was 17 I’m glad nothing really crazy happened at least when I went there but I’ve heard stories of way worse places

I was in PCS and me and some of my friends got abused by a staff all in the same day bc we didn’t like them calling us bad kids for self harm so we stood up to her she had the young’s in a chokehold and that when my other friend got slapped in the face with tablet when all the other staff told her to stop and leave the room she didn’t listen the kids were trying to fight her so I pushed her out of the room trying to stop a fight bc one of my fav staff got hurt so bad and I witnessed the hole thing I saw my fav person on the floor passed out in a pool of blood but when I was trying to help that staff that started a fight and that was hitting all the kids and body shaming me after she punched me in the chest even though I have a heart condition after she left they gave us are night medication and a extra pill to calm us down they put 7 kids in a lil back room that’s only meant for 5 kids and one staff and they put this kid that nobody likes bc they have SA a couple of kids in the room well we are all drugged up and a fight broke out again I thought I was helping the kid by getting him out of the corner that they were in I was just trying to find some were to put him and I got hit in the face idk by who but I thought it was the kid I was trying to help and then they grabbed my chest and I lost control at one point there was 5 kids punching him I got charged and as far as I know the other kids didn’t I really didn’t want to hurt them I didn’t know what happened I feel bad the passed out and stopped breathing for a few minutes and a really bad concussion

Yes, and it's about transparency in what treatments you are using, and also that the institutions have the right intentions and knowledge how to treat troubled teens, how to get the kids respect, get their attention and making them willing to change. To help them realise they can become something positive, but then you have to be able to offer something positive and great. They have to be caring and creative. Only that can help the kids make the needed changes, I think.
