Not really, the one from the office was different, because Michael actually knew what he was doing. He pretty went there to build a long term business relationship, rather than a signing one deal, so he wanted to befriend the guy. Whereas Jan was thinking small and just sign one deal and be done with it.

As a British person, it's normally incredibly cringy when American TV "does" Britain. Britain is normally represented by stock footage of Big Ben, and the British characters are played by American actors who think they can do a "British accent" because they once watched Mary Poppins. Thinking about it, this scene kinda reminds me of that time Jan and Michael Scott struck a deal with that one guy. Jan tried to be straight forward but Michael prioritised personal connection first. Obviously, Andy here is acting out of immaturity whereas Michael did it deliberately. But still, both scenes are similar.

I love parks and recreation so much! Ron Swanson and Chris Traeger are two of my favorite fictional characters ever. But Lord Covington, in such a short amount of screen time, is also high on the list !
