Mike Schur said in an interview that they didn't really change the Leslie character all THAT much after the first two seasons; they simply changed the way her co-workers reacted to her. If you look back at earlier episodes, you can see how differently Tom, April, and the rest of the department treats her. In early episodes, they don't respect her or take her seriously. In fact they ridiculed her regularly, especially Tom. Yes, they did make Leslie less of a buffoon from season 3 onward, but the biggest change wasn't how she behaved, it was how other characters reacted to her.

Little known fact : the most awesome part is that the "network connectivity problem" was completely improvised by Chris Pratt, the camera crew just so happened to film him at this moment. Michael Schur, the scenarist of the show was so jealous of the joke that he almost decided to cut it off the final release.

Matt S actually the commenter was wrong, what actually happened was the producer asked Chris Pratt to improvise a line as Leslie/Amy passes by that's why the camera was on Chris. It's in the video in Seth Meyers' channel that was mentioned above.

Re-shoots of improved lines are also reasonably common, as the camera and sounds crews aren't set up to properly capture the moment. It's not that much of an inconvenience when you're probably doing multiple takes anyway. An example would be the ~"Where is Gamora?" "I'll do you one better, who's Gamora?" "I'll do you one better, why is Gamora?"~ In Avengers: Infinity War. The ~"I'll do you one better, why is Gamora?"~ line was improvised, and the scene was re-shot to properly capture it.
