I watched a lot of videos about passive and active voice. In every video, I learned that there are 12 tenses, but we can only make passive voice sentences in 8 tenses. I learned here that we can also make passive sentences in some of the other tenses. Not only that, there are a lot of other points, but I just want to tell you that I really like your teaching methods. As you said BE + V3 form is mandatory But in this Sentence you did write form of BE anywhere. and i think the is you wrote in passive was of The Letter (bcz letter is singular) Similarly the next e.g to it, you have written both (is and being) there.
