That is correct. It is a passive voice structure. The truck had damaged the road - truck roadஅ damage செய்து இருந்தது The road had been damaged by the truck - truckஆல் road damage செய்யப்பட்டு இருந்தது Hope this helps 😊 I will come up with a video on passive voice very soon.
