If one partner makes a big financial decision i.e. to buy expensive machinery without consulting the other partner even though they had an express agreement that unanimity was required, what action can the other partner take against this partner?

No action will be taken as it is within authority as you said and all partners all jointly liable Other partner may take their money from that partner
