Active: the phone is ringing. Passive: The phone is being rung by someone.

A phone cannot be rung. "Ringing" refers to the sound that the phone makes when someone calls it.

Actually, some people use the verb "ring" to mean "call", but it doesn't look like that is what you are trying to do here.
