I think the sutra actually means that In him(Ishwra) the seed of knowingness is nirathisayam (unsurpassable) which is otherwise in others is little. He is sarwagya

Omniscience is. Over the centuries we have become more materialistic, drifting away from our inner self. People who experience a mind unoccupied completely, can be aware of anyone anywhere interpreting them or matching similar vibrations.
