but what about xerath casting 2 or even 3 abilities? since ludens seems to be stronger for single ability poke but horizon does buff additional abilities after the first for burst champions.

With this much info, i think you should have some recommendations on who should buy which, since clearly there's gonna be some champions utilize 1 items more than the other one, like AP Galio or Lux. Having some recommendations will make these item guide more specific and have a better approach to new player.

Xerath lvl 5 Q with 321 AP and 40% mpen and 18 flat, will deal 426 dmg vs a target with 60MR. But only 26 dmg if they have a 400 shield. If we replace Deathcap with Serpent's Fang. You will deal 265 dmg, but it will reduce the 400 shield to 260. So you deal 5 dmg. In the end Serpent's Fang is only a 21 dmg loss compared to deathcap. But that was Xerath, a primarily single target artillery mage with high AP ratios. If your champion have even lower ratios, than the loss of AP will be a smaller loss in damage as well. Brand with liandry could debuff multiple targets with shield reduction for 10+ seconds and shields are prevelant in league. I have a intuitive feeling that into a comp with lots of shields. Liandry -> Void Staff -> Serpent's Fang, could be a larger damage boost than deathcap. Also noting that by reducing shields you increase the damage your team deals as well. If you could do some more in depth math on this, it'd be really appreciated!
