at 10:00 why patch the OR & AND outs to the FADE & Offset instead of just into the LEFT & RIGHT inputs to crossfade them??

This video is meant to highlight various uses of OR and AND, hence this use. When using all the patch points and combinations Cold Mac offers, sometimes you have to get creative.

It Would be helpful to hear these cv modifications in a patch or at least see things on an oscilloscope. I appreciate the demo but this is really abstract.

If I had an oscilloscope that would be a thing. But regardless of accessibility to test equipment, I prefer tactile examples since using your ears is pretty important for music. (PS - the sounds are in patch examples or the basic motions are visible as is via the CV bus feed)
