there called Prime Chaotic Resonator and are found in delve and bulk exchange on the trade site or you can search the name on trade

Your big mistake was using lvl 84 wand. The best wand to craft is 83 lvl.

you need lvl 84 for t1 minion damage

@@Trogent Didn't knew that. I crafted 59% minion deal damage on 83 lvl wand. I SApend 3 days to do that and had to sold all weak crafts for further crafting. Moreover I think to craft t1 mionion it's thinkg that is not worth the trouble. IMO there is a litlle chance to craft that. But maybe I am wrong.
