The yellow/blue flag is to inform the driver that the leader is there. It’s the leaders job to find his way around the car being lapped. The car being lapped is supposed to hold his line on the track. The flag is sometimes referred to as the “move over” flag but that’s actually the last thing you want as that often results in the car being lapped wrecking the leader by making an unexpected move into the leader as they are attempting to pass. I have a feeling if Chase would have “heard” the 2nd place car being right on him, he might have moved the car being lapped. It also depends on the track. Some tracks tell the car being lapped that the leaders there and to either maintain their line or move up or down a lane through the raceceiver while other tracks don’t relay any info unless they are under caution.
