I live in a complex of 198 apartments in the San Francisco Bay Area. We have trash, compost and recycling bins. While most people follow the rules, there are residents who put food waste into the recycling bin, and deposit plastic bags containing their food scraps in the compost. Also, some people consider chairs, lumber and broken appliances to be recyclable.

Now I can throw my junk to neighbor's trash bins that don't belong there and get them fined. Come on guys, fines to people are not the solution.

@Mage's Almanac let me put it in different way. "Now my neighbor can throw junk to my trash bins that don't belong there and get me fined. Come on guys, fines to people are not the solution." :)

If you put your bin out on the street anyone can drive by and throw whatever they want. The fact they call them repeat offenders and put a citation your going to have to triple or quadruple the amount of trash employees so they can stop and find the combination for a lock that is on each and every trash bin. That might even take 5-10 times the amount of man hours if every bin is locked.

At 0:34 the cameraman put a camera (probably a smartphone) in the compost bin. Truly a daring person! But it was an interesting camera angle.

It's not that hard to recycle. Cite people or they will never take it serious.
