Given all of the decisions and people involved in deciding what an appropriate special education program looks like for a student, it’s not surprising that there will sometimes be differing opinions. Many of these disagreements can be resolved at the local level, between families and schools, but there are some situations where the involvement of a neutral third party may be helpful.

Sam is the program manager at the Office for Dispute Resolution. Prior to her current role, she was a specialist on ODR’s Special Education ConsultLine for ten years. Sam worked as a school-based speech language pathologist in Massachusetts and Pennsylvania before coming to ODR.
Cindy is the Director of Parent Advising for the PEAL Center. Cindy lives in Allegheny County with her husband Jim and their two sons, Andrew and Alex. In addition to her work at the PEAL Center, Cindy is the current vice-chairperson for the Local Task Force 3 (LTF3) for the Right to Education in Allegheny County. Cindy also serves the disability community as a member of the PA Rehabilitation Council and chairperson of its Transition/IDEA Committee. She is a Commissioner on the PA Employment First Oversight Commission. Cindy also serves as a peer monitor assisting the PA Department of Education in monitoring the Special Education Departments of School Districts in Pennsylvania. She has a B.S.B.A. in Economics from Robert Morris College. Carole Clancy serves as the Director of Special Education for the Pennsylvania Department of Education. Her extensive background includes over twenty-five years spearheading initiatives in the field of Special Education within her school districts.
Ms. Clancy’s role is to oversee the work of the Bureau of Special Education. The Bureau of Special Education works collaboratively with educators, schools, agencies, and other stakeholders across the Commonwealth to ensure students have access to quality and meaningful educational supports, services, and opportunities while complying with state and federal guidelines. Prior to joining PDE, Ms. Clancy served as Director of Pupil Services for the Solanco School District, as Director of Special Education at Oxford Area School District, and served in many roles from 1995-2015 within the School District of Lancaster ending her time as the Supervising Coordinator of Special Education Services. Ms. Clancy earned both her bachelor’s and master’s degrees from Millersville University. Additionally, she holds a Special Education Supervisory Certificate from Penn State University, a Gifted and Talented Education Certification from the University of San Diego, and her Superintendent’s Letter of Eligibility from California University of Pennsylvania.
