It’s a nice gesture but I imagine those songs made a lot more money twenty years ago when he wrote them than today. I imagine what with digital streaming they’re practically worthless now. There’s nothing stopping him from selling his house, taking out the cash and going door to door in a poor neighbourhood giving the money out.

Not really - that would be the case if he wanted something in return. He didn't; he just wanted to put more into the public purse. That's the total opposite of the Tory modus vivendi which is to keep as much money for yourself as an individual as possible.
