The dude that was trying to sell this wanted 200k. He ended up selling it at auction for 88k and after fees probably got 75k. Rick's offer was not unreasonable because this guy also had to transport it to the auction. The car had lots of issues. The buyer did an EV conversion on it and had the RR guts replaced with a Tesla S EV drive train.

Oh by the way, this Johnny Cash car actually made it to an auction in New York and almost got sold for 105,000 dollars. The seller then backed out and paid twice the auction fee for nothing. The car then finally sold for 80,000 dollars at a Barett Jackson's auction. I think he would've got around 64,000 dollars after the deductions. HUGE loss. Edit: Spell Errors

Got to assume the auction fees might be like +10%, then there's all the time, expenses and effort involved. Where he could have just got cash on the spot here and been on his merry way.

The experts are just people in the area who are also in business in their respective area of “expertise” and they exchange their fake expertise and use that to lowball the seller (that’s why they ask how much you want before hand)
