Jeff constructed his personality from TV tropes. His life is an act, and when he goes home, he drops it.When he isn't acting, he has no personality. He is cynical because so much of what he does is a ploy, and when he cons others, he feels contempt for them. He can't connect on an emotional level with people in that context. He is cynically detached because his charade has failed, but he will not admit it to himself. But a part of him knows he can sometimes drop his act with his first true group of friends... Abed is also like Jeff. Raised by TV. But his autism led to a different set of behaviors. Abed used TV as a way of making sense of the world; Jeff used TV to construct a set of defenses against the real world.

Yeah, Annie has a thing for characters like Don Drape, she even fell for Dean once, so initially she liked Jeff because he was very cool and like the other comment said Jeff did kind of remind her of her dad. Jeff was twice her age And the whole thing with then was kind of like a forbidden love or something. The point here is, Annie thought Jeff was pretending to look for the hats and still being cool but Jeff actually cared and went ahead to look for the hats and he did that only for Troy and Abed, not for any other gains.
