PHF - Ratio of design hour volume to the peak 15-minute flow rate (typically 0.8 to 0.95) and describes how peaked the traffic volume is within the peak hour of travel.

do you review ncees hb 1.1 section 5.1.4 (accident analysis)? how likely is this section to appear on the pe civil exam nowadays ?
