That they, the committee members, were told which questions they were not allowed to ask. This is not a matter of secrecy, because there are always "safe" ways to ask a question, and as we saw, the witness can always refuse to answer in public and only in secret. What it means is, that they were told not to bring up certain topics altogether. Like energy sources and the import of new energy technologies, perhaps.
