So no, there is no such "someone who could make decent military decisions" to replace Hitler. His continued military command and refusal to give up contribute a heavy cost to all the Allied armies. The actual major reasons the Allies stopped these assassination plans were to prevent a martyr for German population and also no Allied leader would like targeting recognized head of state become a too common tactic.
