Here’s a conspiracy theory for you. City signed Pep on one of their ‘special’ contracts in 2016, unaware that they were gonna catch 115. Knowing they could no longer fiddle the books to pay him, they sign him to a “new” contract, then sack him, thereby making the "illegal" excess he would've been owed on his original dodgy contract, a "legal" severance package. Kinda like how they manipulated Mancini's contract and payouts. I know this is wildly speculative, but would be a nice way to manipulate FFP.
