He is playing here Pepe Romero rectified hard tension strings. True, it is all about flexing string and guitar top.

I don't get one thing, why not relax after, why at the exact same time as the other finger?

Same. For examle if you play at super slow tempo, why holding tension,on fnger after striking a string? I think i) it is easier for mind or muscles to have 1 event for 2 fingers instead of 2 events,one after another ii) super slow speed is never used, except for learning

After 6 year.. I'll try to explain... play and relax the index are 2 different movements, then play and relax the middle are 2 other movements, if you play as Pepe explained they become only 2 motions instead of 4. Until you play slow it's a good practice to relax but as soon as you speed up your brain can't process all those movements so you have to learn to exactly relax when the next finger is playing. This is not a Pepe secret, i learnt the same technique when i was in conservatory, my teacher (Bruno Battisti D'Amario) called it the bicycle and it works the same even for free stroke scales or arpeggios. Hope this help 8 )
