set your main world as the survival and set your lobby as another added world, then from your config for multiverse look for "firstspawnworld: worlds" and change it to the lobby world so that people spawn in lobby but yuo9r main current world is survival

Use LuckPerms to give the players permissions to use other commands, also you can create portals with multiverse portals so players just walk through to other worlds

@-Scratcher_BRO9- you will need yo add luckyperms plugin, once installed do /lp editor and add any commands you want the default group to have The group called default is anyone that comes on your server

you can use luckperms, create a group and add the command of tp, so they have access to that command but not any others
