If you used "exclusive", then 70 is excluded so that the bottom 60% are less than 70. It's the same difference between < and ≤.

Percentiles divide data into 100 parts, quartiles divide data into 4 parts and deciles divide data into 10 parts. For quartiles, you have to count in batches of 25 to reach 100. So Q1 is 25, Q2 is 50, Q3 is 75 and Q4 is 100. For deciles, you have to count in batches of 10 to reach 100. So D1 is 10, D2 is 20, D3 is 30.... D9 is 90 and D10 is 100. For a better understanding of this, I advise that you watch The Organic Chemistry Tutor's video on this topic. It's explained in more detail there.

With all due respect, but your formula is incorrect. I found out by trying to calculate the 99th percentile. try inserting n=11 and p=99, you'll find the index for the 99th percentile to be 11.88! That's greater than the last index (11). I think we should use 'n' instead of 'n+1'.

There are more than 10 different formulas for calculating percentiles, depending on the context. For this formula, if the locator is greater than n, then the highest value is the percentile.
