From what you’re explaining, velocity is a capacity tool and a lagging indicator which renders it useless. Burn down is also another lagging indicator. Your viewers will benefit from flow metrics that anticipates problems before they happen e.g cycle time, throughput (like you have rightly mentioned) WIP, and Work item age.This will help lead the team to become more predictable.
