It's the same person. The idea is that the first form is him before he gets his persona and the other is after.

@@HayatoFuhaku Having played the game we are both wrong, Sho Minazuki is the dude, Sho, the character you can select, is Sho Minazuki as he is normally. As such he lacks any supernatural powers or Persona. Minazuki, the character you can select, is the God living within Sho, and as such he has access to a persona and other shadow controlling powers. The reason his name on character select is Just his host's last name is due to the God himself not actually possessing a name. This is because he's a sort of artificial, incomplete God made by the KiriJo group.

Minazuki wasn't a god, but an ego produced by a Plume of Dusk in Sho's body, who desired to grant the latter's wish. The powers Minazuki (and Sho) possesses during a large part of the game are borrowed from Hi-no-Kagutsuchi, the embodiment of the collective selfishness born in the fog.
