In this example 7:58 the characters don't have a horizon passing through them equally as said in 5:00. Am I missing something?

They are shorter than the height of the camera/person where the picture/drawing is taken/seen. 😁 So yeah the horizon line can otherwise be called the eye line or sth like that.😄 I'm not the experts so please don't quote me if I'm wrong. I'm also trying to learn and perspective is by far the toughest challenge I faced academically x.x
