I think guiditti greenspan rule state's that foreign reserve should be as much to cover 1 year of short term external debt. As the situation is changing and short term debt is gaining prominence hence short term debt is considered one of the important parameter to determine the adequacy of a foreign reserve. India's foreign reserves can cover only a fraction of it's short term external debt. I think charan sir missed this point

Both actually for example gold reserve is stored domestically and as well as Bank of England.
