The intro to this is insane. It's like Peter is summoning demons.

I think it is about a human's soul leaving a dead man's body and crossing the River Styx, hence "Across the River." The "hey, hey" is when the soul has reached a safe part of the Underworld and is telling the humans on the original shore that the soul is safe now. That's my take.
