When there is more dollars, USA investors invest in many growing economies like India. At that time, Federal Reserve Bank gives low interest in dollar investment. After a short time of printing dollars, the dollar need of USA will reach a minimum level. So to take back excess dollar in circulation Federal Reserve Bank comes in to action. So to prevent falling of dollar prices due to more availability, Federal Reserve Bank will increase dollar interests. So investors who need better returns will take the dollar investment from developing countries and invest in USA itself. Since developing countries need dollars for international Trade, there will be a currency deficit for growing countries which will make the developing currency to lose its currency value Eg: Rupees. Mainly because there is so much grading of economic practises of developing countries done by international bodies(கடன் உடனே திருப்ப அடைக்கிறவனுக்கு நல்ல பெயர் மற்றும் மேலும் கடன் கிடைக்கும்). If Federal Reserve Bank does not increase interest and reduce dollar circulation, the price of dollar will reduce drastically. Developing countries either have Dollar reserves or Gold Reserves which they sell in order to prevent the lowering of developing countries currency.
