"It's like how Indian Ocean isn't owned by India" So that means even if we don't own West Philippine Sea, it should still be called West Philippine Sea. (Besides, India does actually own the Indian Ocean) Listen closely to what he says, "South China Sea **Territorial Dispute**". He's talking about the event in which China "claims" the West Philippine Sea without our consent, and he's not calling it South China Sea because its called like that.
