I'm so glad you finally took a look at this! I'm surprised you had never seen it before. This cartoon was after Walt lost control of Oswald and went on to make Mickey at his own company, so technically the mouse in this is not Mickey. Although Mickey's done weirder in his own cartoons than just drumming on some guy's ass, haha.

Oswald was actually a precursor to Bugs Bunny. Warner Brothers more or less stole the idea.
