The teacher's name is also the name of the producer, so I am supposing she set up the program of the musical poem, interview, and original song by Phil Ochs. WNYE was set up to provide educational services through broadcasting to 5 boroughs in New York City in 1938. If you're going to ask, did I ever listen to these broadcasts, No. Did i know this teacher, sorry, No. And if you want to know more, You have a severe case of transference, as they would've said, in the sixties.

Thank you for posting this. My senior year High School English teacher, Mrs. Beatrice Gardner read us this poem aloud in fall of 1966. I wonder if she knew this version?

I have a CD- Phil Ochs There and Now Live in Vancouver 1968 Which has both of these exact performances on it. You can tell the video of Changes does not match the sound.

They’re different, in this video his version of highwayman is slower, he also clears his throat and has a voice crack while in “There and Now” he he forgets one of the verses and hums it instead which he doesn’t do here When he does changes in this video it’s lower pitched and it’s much shorter, he sings the last two verses right after the break while i’m pretty sure in There and Now he sings the full song
