As I have noticed, the same could be said for Philippine historiography, as it regulates the details of how colonial influence and local strength have shaped our country. Some instances have shown Filipinos to be very strong and resourceful when facing challenges, from fighting against colonial rulers to seeking independence. The stories of my fellow Filipinos identify the sacrifices of those before us and call us to reflect on our shared history. This would give me the possibility of understanding much of its rich history and how it impacts our lives today and into the future, which appreciates the manifold experiences that create the Philippine culture and identity today. "A person without knowledge of their past history, origin, and culture is like a tree without roots". This quote from Marcus Garvey can be correlated in this video presentation. The presentation was stunning and I am deeply impressed as it will enable us to comprehend our past and present in bureaucracy in the Philippines. It was pointed out that our vulnerability is caused by the absence of a system process to follow in the past, but due to time and changes, these concepts have evolved and become systematic. As someone studying Public Administration at PUP, this presentation will aid us in shaping our future as public servants and it will be guided us to innovate, create, and produce beautiful outcomes, not only for those around us, but also in our modern society/community.

This lesson highlighted the enduring influence of history and culture on the Philippines' current systems. Recognizing this connection allows me to critically analyze present practices and identify opportunities for improvement. Understanding how Spanish colonial legacies and indigenous traditions shape Filipino social structures has been particularly insightful. This knowledge equips me to better navigate current dynamics and advocate for more inclusive practices. By examining historical events and cultural values, I gained a deeper understanding of why certain practices exist in the Philippines today. This newfound perspective allows me to identify areas where the system could be modernized while respecting cherished traditions.

My key take away in this lesson is tied to the concept’s elaborate construction and its complexity in terms of functions. As mentioned in the lesson, PAS refers to a network of public organizations deliberately implemented to exercise policy and achieve various goals. Going back to its historical background, most especially the Spanish and American colonial periods, was very helpful in gaining understandings on how bureaucratic systems and policies develop as well as how it continues to mold the present means of management. All in all, learning with PAS provided not only a great expansion of views on the multifaceted nature of public administration, but also the understanding of the constant need for change and improvement to address newly emerged societal requirements.

In this lesson, I found it important to understand that the philippine administration system plays a crucial role in defining the country's environment, citizens, and the populace. I discovered that the issues such nepotism, spoil system, and the merit system have been present since the early republic, posing a challenge for the government in appointing leaders genuinely concerned about the welfare of the filipino people. Its concerning that the public has come to accept corruption as a normal part of governance. The lesson also highlighted how colonization has impacted the current state of philippine administration and its evolution. I now understand the importance of the Philippine Administrative System, as it addresses crucial areas such as sustained economic growth, the promotion of social development, public-private partnershis, development program management, and the maintenance of a legal framework for development.

My main takeaway from this lesson is the complexities of the Philippines Administrative System, which is a diverse structure of public organizations tasked with implementing, formulating, and evaluating public policies. Evolved from a blend of historical legacies stemming from the Spanish and American colonial periods, this system is characterized by a bureaucratic structure, embodying both strengths such as expertise and nationwide reach, as well as weaknesses like nepotism and cronyism. This knowledge provides insight into the operational dynamics of the government and its responsiveness to societal needs. Moreover, it underscores the pivotal role of socio-political and economic contexts in shaping administrative norms and practices. These insights have deepened my understanding and appreciation of governance in the Philippines, a perspective crucial to my aspirations in public service.

My takeaway from this video was a more in-depth understanding of the timeline of the Philippine Administrative System. The main concepts gave me an understanding of how PAS was founded, the changes that had occurred, and what it has evolved to in the present. It helped me learn about our country's unique history, and various influences not just other countries but the different administrations who handled our government, which have impacted our governance and administrative methods. The colonization fostered corruption and the appointment of persons even if they lacked qualifications. PAS in the early days was in the best interests of the officials and had a lot of challenges, and even now, with RA 6713 in place, this issue persists. As a future public administration employee. This is an eye-opener for me to make a difference, and it always aligns with the statement, "Public office is a public trust."

In my perspective, I have realized how complex the Philippine administration is. This exists due to our past, culture, beliefs, and ideologies that are adopted in our societies as we go about our day to day activities. Fear of capture from the colonial past and the impact of globalization have compounded this complexity. The lesson also explained that PAS (Partido ng Administrasyong Aquino) was abused especially during the time of Marcos through managing the government employment through nepotism and favorism. It also mentioned which kind of colonization affected the kind of the Philippine Administrative System that changed from Spanish colonization to American colonization. I am also hoping that all of my fellowmen would be wise enough in choosing the right people who can fight for us and our country.

My key takeaways from this lesson is that the history of colonization had made an important impact on the current progress of our government's bureaucracy. It is evident that the previous colonial and current administrations have flaws and the former authorities being mainly to blame for negative outcomes. It seems that our country is not moving forward and that many people will continue to suffer no matter what administration is in control because public servants are unable to give up on their own interests and personal growth. So let us choose our future leader wisely as our nation is going through difficult times. In order for us to truly experience the kind of government growth that we have been longing for. 🙏🏻✨

The lesson provided me a comprehensive understanding of the Philippine Administrative System (PAS), highlighting its evolution and complex structure. PAS is a network of government entities responsible for implementing policies, delivering services, and regulating sectors. Rooted in historical contexts, including Spanish and American colonial periods and post-independence reforms, PAS has developed into a multifaceted system. It comprises national agencies, regional offices, Local Government Units (LGUs), and Government-Owned and Controlled Corporations (GOCCs), each playing an important role in governance and administration at various levels. Understanding the Philippine Administrative System (PAS) is crucial for ensuring effective policy implementation and service delivery. PAS enhances the reach of essential services, promotes good governance through accountability and transparency, and encourages active citizen participation in governance processes. This fosters a more democratic and responsive administrative system. The importance of PAS lies in its role in maintaining a well-functioning society and strong public administration.

The PAS historical and cultural roots in the Philippines are deeply intertwined with the country's history. It was established during the Spanish colonial period, influenced by Spanish education and culture. However, it also adapted to the local context, incorporating Filipino values and traditions. This blend of influences is reflected in the organization's mission and values, which emphasize service to the community and the promotion of Filipino culture. One historical characteristic that was formerly forbidden but is unenforced is nepotism. When their tenure finishes, any member of the family will typically run for office, whether locally or nationally. These are the things I learned from this.

My key takeaway on this lesson is that PAS does not only define the branches of the government, it also discusses about how the PAS has been shaped by various influences throughout history; (1) The Spanish bureaucracy that served as a foundation, (2) Americans introduced a more meritocratic system but still used the Spanish's system as a basis, (3) the Marcos regime that opened many eyes and allowed us to look more into the problems existing in the government, (4) and the Cory Aquino regime focusing on De-marcosifying and restoring the lost democracy, rebuilding the economy and addressing human rights abuses that happened during Marcos Era. The PAS we have now reflects a blend of these influences. Understanding these historical contexts helps us understand PAS better and shape us as an effective leader we can be, in the future.

This video showed that the bureaucracy has gone through a lot of changes through different historical periods like during Spanish colonial rule, it was highly centralized and gave colonial officials wide discretion. During the American colonial period, purpose was inconsistent. My key takeaway from this lesson is that our system still has a lot to improve. Corruption and abuse of power started way before and persist today. We gained our independence long ago yet we haven't freed ourselves of these. We've kept the worst aspects of the early republic and the political climate during the colonial times: corruption, nepotism, and the spoils system, where policies and decisions are driven solely by self-interest. This just means that these are deeply rooted in our system. And understanding this history is a step toward achieving systematic and lasting change in our administrative system.

My takeaway in this lesson about the Philippine Administrative System, I have come to understand the evolution of our government through various administrations, each with different objectives and agendas. It appears that this process is ongoing, with no definitive conclusion, only a continual cycle. The prevalent issues of Nepotism and Cronyism in today's environment further highlight the 'backer system, which presents obstacles for those unfamiliar with government insiders. The new Philippine administrative system from what I have perceived from this video is that it brings with it both opportunities and difficulties. On the one hand, the colonial influence under the hands of the ways of administration have occasionally led to us with bureaucratic effort and governance that continue to this day. It is for us to remember that, although the legacy of colonialism has influenced the difficulties the Philippine public administration system faces, they are not the only causes that come into play as well, including the economy, politics, and the government change. It is formal in the sense that many governmental agencies are divided by function at that set by the government. This is perfect wherein, the relevant local agencies can use their allotted funds for supplying equipment, needs, and other local services to check what needs to be done within the area they serve. However, it has also presented certain difficulties that have developed over time in response to the demands and goals of the Filipino people. This has given the Philippines an original administrative structure that mirrors its vast historical background and cultural variety.

It is an evolving and on-going existential project by the Government, involving the creation, modification, and destruction of institutions, rule-making, etc., for the sole purpose of continuously trying to improve the socio-economic conditions of the people. My key takeaway from this lesson is that the PAS' historical and cultural roots helped me better understand how our government has changed throughout the years, realizing how each administration had its own flaws, self-centered goals and had purposes that only benefit them that inevitably resulted in "spoils system", endless corruption, and other negative outcome that we still have in our bureaucracy up to this day. This process seems to be continuing, with no clear end in sight-just an endless cycle. The "backer system," which poses challenges for people who are not familiar with government insiders, is further highlighted by the pervasive problems of nepotism and cronyism in today's system. I think that this is made worse by the ongoing issue of corruption that has persisted over time; nevertheless, the benefit of society, aspirant public servants like me should work to undermine and enhance this system.

For this lesson It manifests that because of its colonial past, the Philippines features a public administrative system characterized by hierarchical structures, bureaucratic procedures, and legal frameworks. The nation has alternated between centralized and decentralized governance structures; decentralization initiatives have been met with obstacles such as unequal development and corruption, despite their goal of empowering local administrations. Nepotism and favoritism have been brought about by political dynasties and patronage networks, and this has an impact on resource allocation and decision-making. The bureaucracy has been afflicted by corruption, impeding growth and public confidence. Technology and e-governance projects have dominated modernization efforts, yet issues like cybersecurity concerns and the digital divide still exist. By tackling problems like poverty, injustice, and social exclusion, the system also plays a critical role in advancing social equity and inclusivity. To tackle these obstacles, institutional restructuring, openness, responsibility, and comprehensive growth are necessary.

My key takeaway from studying the PAS's historical and cultural roots is its important role in our current governance. Like many other countries in the Asia-Pacific region, public administration in the Philippines evolved and shaped from a constellation of influences from its colonial past. That the corruption and incompetence of our bureaucracy rooted from the Spanish colonial period. The lesson also highlights the development and the constant changes of our PAS over the years. Despite all the changes , the bureaucracy has to improve its image in terms of its accountability and integrity, efficiency, productivity and innovativeness in dealing with complex social problems. As a student and a Filipino citizen, we must be responsible and fulfill our duties for the betterment of our society and nation.

Philippine Administrative System: Historical and Cultural Roots highlights its development and how it has been constantly changing over the years. We were under the Spanish regime that begun how we were enslaved and governed until such time that we were able to regain freedom and motivations to have our own interest and administration. On the other hand, during the American period, our independence had shown significant change in the early Philippine republic. However, if we take a look at it further, we can still see that the same standards still exist with same people in the same family are in government positions and the like.

The fact that Spanish-American colonization is still felt today in the public administration is disheartening. We as public administration students and future public administrators should take note of the fatal defects from the Historical and Cultural Roots of the Public Administrative System (PAS) to make changes for a better future and create another historical milestone that will be passed on through the generations. Of course, there are a lot of factors to consider, particularly in this digital age where innovations impact many of the most significant fields. However, the true meaning of PAS could only be realized via the efforts of a concerned public bureaucrat who would fulfill the specified goals, reform laws, and expand programs.

My key takeaway in this lesson and always my thoughts in different political systems and different political era or bureaucratic era is that it is always flawed and liable for corruption or exploiting its people. The effectiveness of it always depends on the harmony, connection, and trust of the government and its citizens or people. Though PAS in different eras is very important in shaping today's political or governmental system. For example, the Spanish Era introduces hierarchical bureaucracy with a focus on order and control, American introduces us to professionalised government positions, and emphasised separation of powers, Early Republic introduces us to bureaucracy as an instrument of social change and innovations when it was placed under Filipino Control, and both Marcos and Aquino Era introduces us from the idea that we should never forget our history and the people behind it, so it will not repeat itself, though I think it did.

My main takeaways from the video discussion on the Philippine Administrative System: Historical and Cultural Roots underscore its important role in governance. Its roots lie in the Spanish colonial period, where a bureaucracy tainted by corruption and incompetence served the objectives of a centralized colonial regime. This era offers a contrast to the American colonial era, which introduced a broader, non-political civil service. The early republic's struggles with nepotism, a spoils system, and accusations of corruption are lessons I must remember. The Marcos regime's centralization of power serves as another cautionary tale, highlighting the dangers of inefficiency and rampant corruption. However, the Aquino administration's efforts to reform and "de-Marcosify" the bureaucracy, emphasized accountability, efficiency, and decentralization. The 1987 Constitution further solidified the PAS, establishing key bodies like the Commission on Elections, the Civil Service Commission, and the Commission on Audit. It also recognized the significance of local government units, state colleges, and universities in the administrative landscape and this structure provides a strong foundation for good governance. As I navigate my journey in public administration and aspire to contribute to governance in the Philippines, it is important to gather lessons from each era of the PAS's history. I must learn from past drawbacks, such as corruption and centralization, and appreciate the efforts towards reform and decentralization. Embracing principles of accountability, efficiency, and service to the public will be important as I prepare to join the government someday. Understanding the complexities and dynamics of the PAS, along with its historical factors and constitutional support, will equip me to navigate the challenges and contribute meaningfully to the advancement of public service in the Philippines.

Indigenous practices continue to influence public governance and social interactions, showing a large aspect of cultural governance. The Philippines continues to adapt its administrative system combining historical legacies with modern management to meet contemporary challenges effectively. The Spanish colonial period and the American colonial period both contributed to our Philippine Administrative System. My takeaway from this lesson is that during the Spanish period, the bureaucracy system was not really Filipino-friendly. As we learned, we can consider that there was an heirarchy to the system. Most of the Spaniards who govern the system became selfish due to their private and personal interests. During the American period, the civil service was a non-political organization. We knew that the American colonization was unclear, but regardless of that, the government system became more aligned. To summarize, we can see that they both have positive and negative effects that molded the Philippine Administrative System.

My main take away from this lesson is the intricacies of the Philippines Administrative System (PAS) a complex network of public organization involved in policy implementation, formulation and evaluation. From the spanish colonial period the PAS has evolved into a structure marked by both its historical legacies and contemporary challenges. The colonial bureaucracy, characterized by racial and class distinctions was marred by corruption and inefficiency a legacy that continues to affect the system. Factors such as Spanish colonial objectives the centralization of authority dependence on the mother country and a negative stance towards Filipinos have shaped the PAS. These historical and socio -political influences provides valualbe insight's into the current operational dynamics and reponsiveness of the government , highlights the importance of these contexts in shaping administrative norms and practices .

In summary, the lesson I took away from Sir Krippe Ramos video lesson is the importance of the Philippine Administrative System. Given this administration, the foundation of our system is based on upholding the fundamental principles of Philippine governance, including how the various governing bodies carry out their mandates and provide for the interests of the Filipino people. The lengthy Spanish colonial period demonstrated the start of colonization in the Philippines' region that would soon rule the rest of society. Because we were ruled by the Spanish crown during their rule, the Spaniards instituted the centralized administrative system. They instituted additional institutional practices that had an impact on the archipelago's governance. Until the arrival of the American colonists, who constructed a more organized and sophisticated administrative structure. And it did not take long the Early Colonials arrived and that is the start of significant changes in administration.Whether the government inherited corruption from colonizer or mismanagement in terms of the placement of those who sit in each branch of government, the change in the country's administrative system can be attributed to management from the Marcos regime to the present. Even if there is a political conflict,large-scale change occurs over time. Currently, there are numerous institutions in the government that may give good management in society, like the free college, which give the previledge to the students and some of our government institutions give a good feedback in terms of service to the people.

The main key takeaway from the video of historical and cultural roots of the Philippine administrative system is the profound and lasting impact of its colonial experience, particularly the Spanish and American colonial eras, combined with the influence of indigenous. The Philippine administrative system has been shaped by the tension between the centralized, hierarchical structures introduced during the colonial eras and the influence of indigenous, decentralized traditions. This tension, combined with ongoing bureaucratic challenges, continues to shape the evolution of governance in the Philippines.

My takeaway from this lesson is that our historical and cultural background influences the PAS. For us to truly understand the development and current state of our administrative system in the Philippines, we must consider the historical context and the cultural influences. The Philippines has been molded over the years by several colonizers, including Spain, the United States, and Japan. The legal systems, governing techniques, and administrative organization of our country have all been influenced by these colonial regimes. Also, the colonial impacts, on the range of Philippine culture, which includes indigenous and cultural traditions, had a major effect on the development of administrative procedures and ways of making decisions. The cultural values of our country, which include unity, respect for authority, and the value of relationships with others, all influenced the structures of the administrative system. We must recognize and understand the historical and cultural roots of the PAS so that we can gain insights into its complexities and challenges. This knowledge will help us inform reforms, improve management skills, and promotion of effective public administration in the Philippines.

My takeaway from this video is the Filipinos of today are the product of their past. If the bureaucracy must un- derstand how their clients or other organizations behave, it must know and understand the historical context that shaped and defined their ways of look- ing at things and ultimately how they act. The seeming ambivalance of Filipinos on public issues and their reaction to the authority exercised by the state is rooted in their history as a people.

My take away in this lesson is to discuss the Philippine Administrative System: Historical and Cultural Roots,we can see that the Philippine Administrative System has undergone many changes from the Spanish period to the American era and the major transformation of the early government branches. Value in allocating positions has been apply nepotism and cronyism and also the spoil system and corruption is still present. But there’s a shift towards more accessibility to the people through the administrative system. Free education for college students and efficient government branches that facilitate transactions are big changes in the Philippine governance.

My key take away from this lesson is to know and understand what Philippine Administrative System is, how it functions from then up til now, and how PAS starts and the history of it. Throughout this lesson I was able to understand how Philippine Administrative System starts during the Spanish Colonial Period, where Spanish colonial government Introduced the bureaucracy as a social Institutions, as well during this time bureaucracy had a fatal flaw, Meaning the main outcome of this was not really good for the people and economy. I also understand in this lesson the PAS during the American Colonial Period, and the early republic where Our country has given a freedom and was able to recover from its fell, on the other hand during the early republic normalcy of corruption is already accepted which is very sad to our part since corruption is being present during that time up til now, where that kind of behavior should change instead of being normalized. This lesson also thought me that During Marcos period, there’s lot of structural changes implemented, during Marcos government the bureaucracy described in negative ways as during this time the Philippine economy really fell. While the Aquino Regime was there after Marcos to reform political institutions, including Civil service that changed or destroyed by Marcos. Lastly my key take away from this lesson is to understand why Philippine has lots of offices and sectors and the main reasons why they are existed.

PATETICO.
