The Spanish colonial period and the American colonial period both contributed to our Philippine Administrative System. My takeaway from this lesson is that during the Spanish period, the bureaucracy system was not really Filipino-friendly. As we learned, we can consider that there was an heirarchy to the system. Most of the Spaniards who govern the system became selfish due to their private and personal interests. During the American period, the civil service was a non-political organization. We knew that the American colonization was unclear, but regardless of that, the government system became more aligned. This lesson also thought me that During Marcos period, there’s lot of structural changes implemented, during Marcos government the bureaucracy described in negative ways as during this time the Philippine economy really fell. While the Aquino Regime was there after Marcos to reform political institutions, including Civil service that changed or destroyed by Marcos.
