In 1982, the first marine sanctuary in the world was started in partnership with the marine laboratory of Silliman University and the local community. It was very successful and became a model for other marine sanctuaries that sprouted all the world. In 1994, PAMB/ DENR took over the management of the island and began collecting fees to help with the upkeep of the island and regulate the number of tourists especially the divers. There used to be schools of barracudas and giant jacks especially at this time at coconut point but I guess they’ve left. Only the turtles have remained and have become a major tourist drawer. My first dive in Apo island was in 1996 and turtles at chapel point weren’t there yet and in 2008, on a 6 week research work in Apo, the turtles have already made chapel point their home and lay their eggs at the beach in front of liberty’s Lodge.
