It’s somehow comforting to get to know more about how people have been struggling with these issues. The tension between rule and act consequentialism is there in our daily life, literally all the time.

For the red light example can’t you say the rule should be more specific and in the case of certain conditions there should be differing rules each with the best outcome in each circumstance?

That's what many people say. I've been working on that question recently. Can we always replace a generalization with more specific universal rules? I think it depends on the structure of the space of reasons, and that various answers are defensible.

Bentham clearly does; I think Mill does too, though some interpret him as a rule or even character utilitarian. When John Venn asked him directly, he said he intended act utilitarianism.

Morality is about the principles concerning the distinction between right and wrong or good and bad behaviour. Different people hold different beliefs about religion. Religion can be cultural relativism since we are all different because of our different cultures and we have to accept all the ideas instead of having one because of the social constructivist perspective and the perspective of cultural relativism.
