Are not externalist accounts inevitably internalistic in the sense that we must judge externalist sources based upon internalist considerations?

this whole lecture is a justification for the position of externalism, so in a sense, yes. what's more, if our external source of beliefs are scientists/experts, they themselves have (allegedly) arrived at their true beliefs by justificatory processes, so in a sense, you are just connecting to a justification internal to someone else's mind. The problem here is that you do not know how this justification looks like and if it is even there, so you lack certainty, but certainty you lack anyway, because even if you have justification in your mind, you cannot know that it connects to the truth of the matter, or else you must define "knowing" in a way that is circular, where knowing is "justified true belief you know is true".
