We don't know if it's a key. Also yes most likely since at the time of building it the only potential threats to him were Tommy and Techno and Techno was already friends with him and he explicitly said the prison wasn't made for Tommy

Heres a fun theory : As you can see technoblade found the blueprints that can help him to get dream out of prison,but you can clearly se that theres a book on the top it might be an extra info about it or it might be some note that dream wrote but what if it was the revival book....? Technoblade can actualy save dream with it they can fake dreams death to make everyone belive he actualy died then technoblade use the revival book on dream to bring him back
