A great tool for working with 66 blocks is a 66 to RJ11 adapter. A butt set can be plugged into 66 block with a standard phone cord and it is move between connector pins.

Boy they're sure proud of that device. Us old school techs used to use what we called a "banjo". Could put your butt set clips on its terminals, and had a male rj11 coming out the other end @@fieldtechacademy

Does it matter which way you touch the alligator clips to the tip and dip.

It doesn't matter which clip is on the "tip" or "ring". Either way should give you dial tone. The only exception to that is if you are using the clips of your tone/trace set to tone a cable connected to a switch using ground. I explain that in this video: kzbin.info/www/bejne/noLbmpKAr7h7ms0
