6:55 thats because phones like franklins are waterproof. back in 2013 samsung(which is what franklins phone is loosely based on) released waterproofed models of their S series lineup. thats why franklin can still receive and do calls on the phone despite being underwater because phones in 2013 were getting built to be handled under submersion. i dont know if i can say the same for michaels and trevors phones

It's also for gameplay reasons. In GTA V you can manage much more on your phone than in previous games, so I guess in playtesting they found it too annoying when you're doing an escape through the water.

Claude having a pager instead of a phone actually makes sense, not only because it would be pointless to have one as he's mute, but also because pagers are much more difficult to track than mobile phones. Remember, Claude was already a hardened criminal at the beginning of GTA 3, robbing and murdering all across the states, which was why it was necessary for him to ghost out whenever possible without any traces. The fact that Claude never buys property or high fashion clothes is because he doesn't want to stand out and ask for police attention, which also explains Claude having no cell phone despite being in the year 2001.

@MinecraftvsBurnout I like to think Claude doesn't want to buy property, or phones for that matter so that he can have a higher chance of hiding from the law, I also like thinking that Claude doesn't do jobs for money, but for revenge purposes. This way, I can somewhat distract myself from the lack of certain features from the game, but sure. (Btw, GTA 3 was the first 3D GTA game i played, so the game doesn't really annoy me much)
