As an Indian my self yes a lot of people lack basic civic sense and it’s just sad and that combined with the trashy local authorities and municipal corporations this what we get. Also there are a lot of street dogs they just dig into trash bins and make it more messy and worst. Hopefully in coming decades with old generations go and new ones coming there would be better india. I hope it will happen cuz new gen people from urban areas are civilised and mostly try to not throw trash beside roads.

A lot of South Indian villages are actually pretty clean from my own experience traveling across a lot of Indian places. I randomly jumped into about 10 places in Telangana, Kerala, Andhra in what seemed like rural places, they seemed clean without trash (with some fallen tree leaves here and there which I think is acceptable).
