What if, before giving the overall meaning, we first explained the meaning of the main verb, standalone, then the meaning and intent of the preposition and/or adverb? In the examples of break down (car) and break up (cookies) you gave almost the same definition/meaning. Wouldn't it be useful if we explained that "up" is used to express that a movement, the intent of an action, a result ... is toward a better/higher level or toward what we expect/wish or toward building/forming something? The opposite for "down". So, break down would mean tear appart into unconstructed, unwanted, lower level... peaces. While break up would mean tear appart into wanted smaller peaces (eatable peaces in the case of the cookies). This can help guess the overall meaning of newly encountered phrasal verbs as long as you know the meaning of the different terms. Note: this is a perspective of an english learner. 😅😊
