You might be able to temporarily dissipate a tornado with a large enough explosion, but the weather circumstances that caused it would probably make it reform.

1:41 i live in Austin TX and we get far less Tornadic activities in and south of Austin than the cities north of us. We have what we call Hill Country just west of us which is a small range of hills or extremely small moutnains. Id actually believe if the mountains do have an affect because just 30 minutes north of us, one of the largest tornadoes in TX history hit Jarrell back in the 90s. EF5 wiped the town out, Wacos has had a monster hit it as well but Austin and SA have never really got hit with anything bad in my 40+ years here.

I have grown up and lived in many mountainous and foothill regions of Appalachia and the way the ridges lie has a massive effect on how large the tornadoes get and how many I see. I lived only a couple hours from Xenia and got nothing larger than an EF2, but because the hills aligned with typical tornado tracks, we would get many every spring and fall in the EF0-1 range. We always talked about how the hills protected us from the larger tornadoes seen in western Ohio. Where I live now has ridges perpendicular to typical tornado paths and we get a small tornado every few years. Maybe five total in the almost 20 years I have lived here with the largest being another EF2.

As for the nuclear option : Roger Leloup's "Daughter of the Wind" of the Yoko Tsuno comics series has Yoko and an old ex-kamikaze pilot trying to nuke an artificial tornado that threatens Japan. The artificial tornados are caused by missiles fired from an underwater base created in the wreck of WW2's battleship Yamato by an evil weapon dealer. There's also ninja's. Go read it!
