@@shadowthedemonicwolf4410 actually this isn't true, they only cannot fight to interfere with mortal affairs, or in anger, but they absolutely can fight in self defense or for training purposes as you mentioned. Whis is the master of finding these loopholes, even blocking a hit from moro for goku using the guise of acting in "Self defense" despite putting himself in the way of moro's attack. Whis here could easily give piccolo a little shove in self defense, since he's not removing his hand. that "Shove" could easily kill piccolo.
