Almost everyone does that because even whiffing moves on third strike builds meter. For shoto characters, crouching strong is a pretty good way to build some meter before actually going in for the attack.

I know because I used him a lot and when I used to play against my friend who would use ryu or ken they'd both deal an insane amount of damage and my attacks would only chip away at their health in comparison even tho I hit them more timez most games. Also he doesn't have any EX moves
