I believe saying "I Love you" in Japanese is pretty rare. at least the highest degree of it. Suki then Daisuki, etc. that could be why she is a bit shy about it.

It's not rare among family and very close friends. But it's not like how in English that we say it like a greeting to our family members and stuff. So it's not about being shy or anything it's just a language thing

I don't say it for different reason. There is a very distinct difference between love and affection. For me love is practically the same as madness , but people overuse these words to express basic affection. I had a couple of gf and they all did swear they love me at one point in time. Where are they now? I don't throw words around mindlessly when it comes to expressing how I feel.
